Têlizê-yêpíakè Bî (/tɘˈlizɘ/ /jɘˈp˔akè/ [probable] [division]) is a temperate Large Town located in the Ëradîvë Zone of the Union of Engineers.
The name Têlizê-yêpíakè Bî is derived from the Iron Elvish language, as Têlizê-yêpíakè Bî was founded by Mademus Trthesí, who was culturaly Iron Elven.
Climate
Têlizê-yêpíakè Bî has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cool 20°C (68°F). Têlizê-yêpíakè Bî receives an average of 164 cm/y (64 in/y) of precipitation, most of which comes in the form of rain during the fall. Têlizê-yêpíakè Bî covers an area of nearly 6 km2 (2 mi2), and an average elevation of 4838 m (15872 ft) above sea level.
Overview
Têlizê-yêpíakè Bî was founded durring the late 13th century in fall of the year 1168, by Mademus Trthesí. The establishment of the new community went well, with no major obsticles durring construction.
Têlizê-yêpíakè Bî was built using the conventions of Iron Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Têlizê-yêpíakè Bî is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Têlizê-yêpíakè Bî is buildings are located arround a single broad cobblestone mainstreet which forms a clockwise spiral to give the town a over all circular shape. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Têlizê-yêpíakè Bî's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. The monster and outlaw focused fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
A look around Têlizê-yêpíakè Bî makes you worry someone might stab you in a dark ally for your boots. It’s not filthy, or dark, but the smiles seem strained, the locals seem to glare daggers in eachothers backs a little too much, and everyone is armed at all times. You may want to keep an eye on your valuables, and make sure you don’t wind up in any position of power.
Civic Infrastructure
Têlizê-yêpíakè Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Têlizê-yêpíakè Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Têlizê-yêpíakè Bî's parks.
Têlizê-yêpíakè Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Têlizê-yêpíakè Bî.
Têlizê-yêpíakè Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Têlizê-yêpíakè Bî has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Têlizê-yêpíakè Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Têlizê-yêpíakè Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Têlizê-yêpíakè Bî's public wards, blessings, and other arcane systems.
Têlizê-yêpíakè Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Têlizê-yêpíakè Bî's natural decorations nor waterways.
Têlizê-yêpíakè Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Têlizê-yêpíakè Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Two or more groups of citizens within Têlizê-yêpíakè Bî hate each other. Their neighbors or the local law have kept things from too-overt violence, but members of the groups will constantly interfere with their rivals and cause whatever misery they can get away with. This hate may spring from recent events, or it may be an inherited spite from old wrongs.
Têlizê-yêpíakè Bî's bank was built using a different architectural style from the rest of the town. The style used is known primarily for its use of abstraction and simplicity. Clean lines, right angles, and primary colors characterized this aesthetic and art movement expressed via architecture and paintings. Its design ethos allows only primary colors and non-colors, only squares and rectangles, only straight and horizontal or vertical lines. Vertical and horizontal lines are positioned in layers or planes that do not intersect, thereby allowing each element to exist independently and unobstructed by other elements. These seemingly impossible principals for an architectural style coalesces into structures which most experts find hard to put into words. It is not that their geometry is impossible, but rather the style's attempt at producing works only describable visually was most successful..

The Ghoul near Têlizê-yêpíakè Bî are known to be quite timid.
Têlizê-yêpíakè Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves embarking on a group pilgrimage to channel Necromancy energies of tier 3 via moments of science.

History
In time immemorial, reportedly some time during the late 2nd century, Têlizê-yêpíakè Bî was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Têlizê-yêpíakè Bî lost 210 people, 201 livestock, and 83 buildings. The conflict ended after roughly 95, when members of Têlizê-yêpíakè Bî's militia enacted an operation to fortify a particular research site. The operation was complicated by the officers in charge fight among themselves, weakening the army as a whole. The conflict ended with a last stand against the enemy until a particular event occurred, which ended in a stalemate for Têlizê-yêpíakè Bî's forces. The war is remembered in legend by Têlizê-yêpíakè Bî's bards, historians, and legend keepers.
